Noise, Noise, Noise!
What does the word mean? (noise) "Sound without value." The counsel of environmental quality. "An undesired sound." American Standards Association. Noise is definitely not wanted... People have long believed that noise has to go along with technilogical progress- it hs taken a long time for us to realize that noise really is bad and that it often can be reduced with little or no penalty to progress. "Great!" we say. "Let's get rid of this unwanted sound, since it is so bad for everyone."... But there are some difficulties, mainly in the way different people think of certain loud sounds. For example, rock music... some people like it- they call it music. Others hold their ears and denouce it as the worst kind of unwanted sound-noise! The first federal laws on noise, which were a part of the Walsh-Healey Public Contracts Act of 1960, simply said that "noise must be reasonably controlled to minimize fatigue and the probability of accidents."... The first objective federal environmental noise regulations didn't show up until 1961, and then only for aircraft. It wasn't until after the U. S. Environmental Protection Agency was formed that the Noise Pollution Abatement Act, which covers all community noise was passed in 1970... this all seems promising. Perhaps someday our cities wil be quiet... in a recent incident, a mild old lady walked up to a construction crew ripping up her street with jackhammers and told them the noise was intolerable. The crew packed up and left immediately...The quiet world of the future is attainable, but it's up to you to make it happen.
